Failed to log backup error., Reason = "[ObsManager.logBackupError] Failed to log backup error, (ProcessingException: java.net.ConnectException: Connection refused: connect)

The error prompting the message below is due to loss of connectivity to the OBS service.
There are several possible causes for the error:
1. The backup job is trying to connect to the wrong IP/Host or port.
2. The server has not been started
3. The server is not listening for connections
4. On Windows servers, the listen backlog queue is full
5. Ports 80 and or 443 are not allowing traffic
Be sure to verify either one of those causes are not occurring.
Ensure that Windows Server is cleaning out the backlog queue or increase the backlog size.
